𝐀𝐛𝐨𝐮𝐭 𝐭𝐡𝐞 𝐌𝐈𝐏𝐄𝐗 𝟐𝟎𝟐𝟎
MIPEX 2020 measures policies to integrate migrants in 52 countries across five continents: Europe, Asia, North and South America and Oceania. This index is a comprehensive tool whose data and information can be used to base policies, proposals for change and projects to achieve equality in countries. MIPEX 2020 results show that over the past five years, newcomers to Lithuania can benefit from a few more opportunities for integration and a slightly more secure future in the country. However, the latest MIPEX 2020 results reveal that Lithuania’s score is lower than the average MIPEX country score of 50/100, which means that Lithuania’s integration policies create more obstacles than opportunities for integration. Lithuania’s approach to integration is classified by MIPEX as “Equality on Paper”. Lithuania’s current policies encourage the public to see immigrants as strangers instead of as their equals. This outcome of the study is very familiar to the results of study National Integration Evaluation Mechanism (NIEM), which measures integration of beneficiaries of international protection (BIPs). Results of NIEM Evaluation I indicate that Lithuania has an adequate legal base for BIPs, yet still faces difficulty in enforcing the integration policies, with the most of the challenges observed in the field of implementing the strategic (long-term) objectives of BIPs’ integration and putting efforts aimed at participation and involvement of the receiving society. Public opinion polls are an inherent tool for observation of migrants’ integration processes, relevant for shaping migration policy and its measures for migrants’ integration (Blažyte, 2015). National public opinion polls of the last few years show that Lithuanian residents remain culturally closed and tend to see the threats rather than the opportunities that refugees might bring (Blažytė, Žibas, 2019).
